Captain (Engineer) Tilhe was born in Niterói, Rio de Janeiro, Brazil, in 1966. Following graduation on electronic engineering at Universidade Federal do Rio de Janeiro in 1989, he joined the Modems Design Team at Ichtus Eletrônica SA, where he stayed until 1992, specifically working on baseband modems. In 1994 he achieved his Master´s Degree on Biological Signal Processing at Coordenação dos Programas de Pós-Graduação em Engenharia (COPPE/UFRJ) and became a Navy Engineer Officer. Having worked for six years at Aratu Naval Base (second largest maintenance Navy Shipyard), he had developed works on the fields of Degaussing Systems, Deperming Installations, Acoustic and Magnetic Mine Sweeping and Electronic and Communications equipment, as well as weapons maintenance. In 2001, he joined Naval Engineering Directorate, where he took part in all activities regarding Platform and Damage Control Systems, as well as in Factory/Harbour/Sea Trials, both for surface vessels and submarines. Between 2010 and 2012 he was a member of the first Inspection Team for Scorpène-BR (S-BR) Project in Cherbourg, France, followed by being named as Quality Assurance Manager, in Brazil, of the S-BR construction, and later assigned as S-BR Construction, Industrialization and Quality Assurance Manager. During 2017 he attended the Maritime Political and Strategy Course at Navy War School. In January 2018 he became Director of Centro de Projetos de Navios (Ships Design Center), where he is now.
